In order to achieve Dubai’s ambitious goal of becoming the world’s smartest city, the municipality has launched a unified electronic platform for building permits.

This platform offers building permit services from all licensing authorities to consulting firms and contracting firms.

The Dubai Building Permit Development Committee, formed by His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, completed the unification process. The committee is tasked with accelerating service completion through the development of systems and requirements in order to increase customer satisfaction. It is chaired by the CEO of Dubai Municipality’s Engineering and Planning Sector, and members from government agencies participate in the licensing process.

Digital identity is used to create a unified platform and a unified entry
Instead of using multiple systems, the single window will allow contractors and consultants to conduct building permit transactions with all licensing agencies through one system and a unified entry using the UAE Pass digital identity, saving time and effort.

The window includes building licensing services from Dubai Municipality, Dubai Development Authority, Trakhees, and Dubai Integrated Economic Zones Authority, and it is electronically linked to Dubai Municipality’s Dubai Engineering Qualification System. The application requirements for the single window are in line with the recently published Dubai Building Code. It works with Building Information Modeling, GIS, and Automated Blueprint Auditing.

There are only three construction steps
Dubai Municipality has also reduced and integrated the steps for obtaining building permits in order to meet global competitiveness requirements. It has streamlined the application process, reduced documentation requirements, and simplified procedures, as well as reduced the time required to complete transactions. The building process was reduced to three critical steps:

  • Application for a building permit
  • Unified examination
  • Service execution and delivery
